The House will vote before the November elections to extend all of the current tax rates that are set to expire at the end of the year, Speaker John Boehner (R-Ohio) said Tuesday. The percentage of U.S. homeowners behind on their mortgage payments dropped in the first three months this year to the lowest level since 2009. Amid an economy full of imbalances, it's hard to read too much into the consumer credit report that shows Americans are borrowing more. Prices for single-family homes rose in about half of U.S. cities in the first quarter as property markets stabilized.
